error on page message in bottom right corner- cannot download tem.

since updating windows sp2 - cannot open any secondary windows to download
files, place orders, etc.

happened on Office site when tryinng to download template and other sites
lowering secuirty setting to low did not help.

Try this:
Modify your settings in IE. On the tools menu go to popup blocker settings,
copy and paste the url you want to allow popups for then click add.
