Error on puublishing, no email notifications or tasks in PWA

I have a Project 2003 SP1 server installed with global resources that can be
used to create teams, however when I try and publish the information I get a
spooler error of SYSTEM ERROR (0x80004005). I noted this is a permissions
error, but what permissions? Also no task updates not email notifications
occure as I would expect since the taks data never gets updated.

Any detailed help VERY appriciated as this is driving me NUTS-O
