Error opening Access databases

I am getting the following error when I try to open a few of our access
databases. Not all of them are having this issue.

Windows cannot access the specified device, path, or file. You may not have
the appropriate permissions to access the item.

We are using Access 2003

Perhaps you don't have appropriate permissions to access the item.

Sounds like a Windows issue not an Access issue.
