Error opening database in Access 2003

When I try to open a database in Access 2003, either an existing one or a
blank database, I am getting the error:

"Workgroup Administrator couldn't create the workgroup information file.
Make sure that you have specified a valid path and file name, that you have
adequate permissions to create the file, and that you have enough disk space
n the destination drive. (-3100)"

I am logged on as an administrator, have tried making a database at the root
level to ensure valid path using the default name "db1" and I have about 30GB
of free disk space.

After clicking ok to that message I recieve a second messagebox:

"Microsoft Access couldnt find file '<Asian characters>'. This file is
required for startup"

<Asian characters> is what appears to be 9 characters.

Any help on this would be greatly appreciated.

I suspect you have a corrupt work group file. If so you'll need to
create a new one.

However I have no idea as to the proper method of doing such. I'd ask
in the microsoft.public.access.security newsgroup.
