Error opening form from Org Library

Hi,

Outlook 2000
W2K Workstation
Exchange 5.5

I have a few users who receive the following error when opening a form from
the organisational forms library - I haven't seen this permissions error
before?

"The form you selected could not be displayed. You don't have appropriate
permission to perform this operation"

I have tried the following with no luck:

Clearing the Forms Cache via Outlook
Deleting the Form folder from the profile directory
Renaming frmcache.dat
renaming extend.dat
Giving the client Admin rights to their box

The permissions on the Org Library has Default set to Reviewer

Any idea's?
