Error Opening InfoPath Form

Ive created an infopath form and loaded the template to a
sharepoint library but when some users try to fill out the
form, they cant open it and infopath gives them an error
saying that either the .NET Framework 1.1 isnt installed
or its missing a Primary Interop Assembly file. Ive
installed the framework and also installed
microsoft.mshtml.dll to the GAC and registered it using
regAsm but the form still wont load. Can anyone help??
