Error opening New or Existing Database Files

I am having trouble with Access 2002 when I attempt to
open a file. It tells me I can not open a database with a
previous version of your application. I even get this if I
attempt to create a new database.

I have Access 2002 running on Windows 2000 Professional.

I have tried allowing the installer to Repair the Access
installation, I tried uninsatalling Access, shutting down
and reinstalling after reboot. Nothing so far has fixed
the problem.

Any help would be appreciated!
