ERROR:Project Server has failed to set site properties on the newly created test

Hello,

env:
windows 2003(cn) with sp1
project server 2003(en)
sharepoint services 2.0(en) with sp3a and language ID:1033(EN)
sql server 2000(en) with sp3

Logon Project Web Access as administrator,click admin->"manage windows
sharepoint services". After Setting this page "manage windows sharepint
servies",click "save change",
i get this errorroject Server has failed to set site properties on
the newly created test
site.

I have searched google(group) and microsoft,but no solution.

I had the same problem, I tried Windows Sharepoint Central Administration,
on Virtual Server Configuration, I choose Extende or upgrade virtual server,
then selected Default Web Site, on the next screen (Windows Sharepoint
Services Virtual Server Settings), I choose Manage content Databases, then
selected the database (I only have one), on the next screen I checked Remove
Content Database and clicked ok, after that, I readded the content Database
and extened the virtual server then everything worked.
