ERROR: Prop Res DLL not loaded

Error occurs in Word 2002, Excel 2002, even Paint!
Usually happens at file open, file save, page setup, and
print. Sometimes, though, I am still able to perform
desired task... other times application crashes.

Have not been able to install Oxp SP-1 because "patch
cannot be applied to config.msi\PT32A.tmp".

Have reinstalled Oxp. Have renamed normal.dot.
Have checked for viruses, keyloggers, trojans, etc.

Did you by chance install any third-party skinning tools?
