Error publising new and changed assignments 0x80004003 0x800a0cc1

I see similar problems but the error messages I am getting are different.
Hoping someone can help.
I can publish the project via Project Pro 2003 without errors but when I
then try to publish new and changed assignments I get a spooler error
0x80004003 and the assignments are not published.

When I check the Event Viewer on the project server machine I see the
following errors. I am just setting up this server so only a few people have
touched it so far. Any help is appreciated.
