Error running outlook 2k detect and repair

When I try to run detect and repair I receive the error message "outsec.exe has encountered and error and needs to close" .
The repair process exits and the initial problem remains. - I cant access help files, outlook reports they are not installed but clearly are.

My question is has anyone seen this outsec.exe error message before. I goggled it but no joy. Is it an outlook or W2K file?
