Error sending test or regular email

I am having problems sending email on Outlook 2002. It was working fine and all the sudden it will not send email. I checked the account settings and they appear to be fine. When I run the test all work correctly except for the test email which fails. I have tried rebooting to no avail. Do I need to reinstall the program or do a fix using control panel
