Error setting up out of office in Outlook 2007

I have a user that is trying to use the Out of office assistant in Outlook
2007, but once he has input his message and clicked OK he gets the following
error.

changes to the rule cannot be saved. There is not enough memory or the rules
are too complex. Try deleting some rules.

He doesn’t have any rules setup.

Is there a fix for this issue?
