error sharepoint library missing - can I use a web service?

Hello I have added custom code to an InfoPath form that modifies a newly
created project workspace area. It adds a quick link to this sharepoint site.
This is using the sharepoint.navigation reference.
This code runs fine on the project server with sharepoint installed however
running it on a client or (seemingly) a machine without sharepoint gives a
"microsoft sharepoint assembly or file missing" error.
I dropped the microsoft.sharepoint.dll file into the /assembly and this got
rid of that error but now I get a sharepoint navigation file or assembly
missing error.

I did read a post on some other site saying that the PCs need sharepoint

Is this true?
Is there a web service I can use?
