Error starting MS Outlook

I keep getting this error message in my Window when I
start Outlook. Has anyone else ever seen this. I
recently had to reinstall my Windows ME:

Cannot start Microsoft Outlook. The .DLL file for the
information service could not be found. MAPI was unable
to load the information service PSTPRX.DLL. Be sure the
service is correctly installed and configured
