Yes, you should be concerned about this missing file. It is a very widely
used file, as you can see by searching the Microsoft DLL Help database:

I don't know if this file is necessarily required to start a computer. I'm
guessing that you have some software application that is run automatically,
and this software is dependent on this very common .DLL file.
This newsgroup is dedicated to Q&A for Microsoft Access, the database
software that is a part of Office Professional. You might (?) be able to
restore this missing file by running a repair of your Office software.
