Error Starting Program, required.DLL file

I cannot open any MS software program (Word, Publisher,
Excel or Outlook) out of my Windows ME. I get the
following message:

A required .DLL file, ADVAPl32aDLL.DLL, was not found.

Is this caused by a virus or was something deleted?
