error that security level wizard cannot create my workgroup file

I keep getting an error that "security level wizard cannot create my
workgroup file" when I am attempting to use the User-Level Security Wizard

It is a prep for a class so I tried deleting the mdb file as well as any mdw
files in the same folder, but the error persists
