Error - The administrator has taken this farm offline.

Hi we are busy evaluating Sharepoint & Project server 2007 for our business.
we have after a few faults got Sharepoint and Project working. the problem
we have now is the Project Web Access.

Installation is:
Single box (hosting web, SQL and application) with Sharepoint & Project
servers both running.

Our Project server :
http://projectServer/

the provisioned site is:
ProjectWebAccess/

However when we select the link to go to the provisioned Project Web Access
site (default.aspx) an error page appears stating:

'The administrator has taken this farm offline. Project Web Access is not
available at this time.'

We have checked to make sure that the databases have been created (which
they have) and are unable to work out where the problem can be rectified.

Help please!

If you don't have any data in the existing instance, try creating a new one.
This can be done from the SSP Admin site.

If you have data in the existing project and you want to keep it, backup the
sql databases and restore them over the new ones once the new instance has
been created.

I cant think why the site would appear as being offline. Check that the IIS
web site is started !

OK really confused now.

we've already tried to create a new instance and got the same error. I have
also had a look in IIS and found the following:

Project server site (this is the top level site) is running in IIS

I try and find the ProjectWebAccess site (which we provisioned) and there is
no site. wither in root level or under the Project Server website.

AHHHH!

help?

Did you take a farm level/IIS backup ? I'm kinda guessing not, but if you
did you could restore your site from these backups !

Is central admin working ?

Do you have SSP admin working ?

If there is not web app/iis site for PWA, you will have to create a new one,
then try and provision PWA again.

No we did not take a farm level backup

Central Admin is working fine

SSP Admin is working fine as well

OK it's either really simple or we've done something disasterously wrong.

I've tried to create a website (but I keep getting the option to put into
sites or personal. I've also tried to extend the website (to no avail as
well) and even though the provisioning works the site is still coming up
with the same error.

We really want to get Project and Project server talking to each other! as
we feel that Project Server 07 will benefit our organisation a hundredfold!

Are you creating a new web application or top level site ?

You should be creating a web application (and associated iis site)

Given the pickle you're in, it will probably be easier to blow away the
existin install and start from scratch. It shouldn't take more than an hour
to re-install.

I was thinking the same thing.

Can I confirm I require 1 web appilcation (and site collection) for Project
server and another Web Application (and site collection) for the Project Web
Access?

I've got it all working now.

I had to uninstall both Sharepoint and Project applications as well as
deleting the IIS sites and the associated databases. then I followed the KB
doc for installing Sharepoint & Project servers.

We now have action!

Thank you for your help I felt Like I was going round in circles before!
