Error: The project Workspace template is missing, while it is not.

After installing Sharepoint on a Windows 2003 server we also wanted to
install Microsoft Project server.

The installed versions are:
Microsoft Windows 2003
Microsoft Office Sharepoint Portal Server 2003
Microsoft Office Project server 2003

We followed the installation with the instructions in the installation
manual for installation on 1 server. We have 1 SQL server, 1 server for
exchange, 1 fileserver and 1 server for sharepoint and Project.

as required following the installation we executed the wizard for sharepoint
services at the subdirectory sites and installed Project server.

Now we can access http://srvweb/sites/MS_ProjectServer_PublicDocuments wich
is a "project workspace", if i go to "manage SharePoint sites" and click on
"synchronise" it says it is succesfully synchronised.

but if i go to the sharepoint site and choose to synchronise with the
project server it gives the error that it can't connect.

Now if i go to the admin page of project server and choose "Manage Windows
sharepoint services" all the tests work fine, i have followed all the
recommendations before saving and all is good.

But if i choose safe i get this error:

The Project Workspace template is missing from the Web server running
Windows SharePoint Services.

Run the SharePoint Configuration Wizard on the Web server running Windows
SharePoint Services and then update the connection information.
