Error trying to configure Project Server in Project Pro 2003

I get the following error message when trying to set the
project server URL in the Project 2003 Options;

The following file(s) have been blocked by the
administrator: /sites/Uno/isapi/pjdbcomm.dll

I have set the file for anon access in IIS, but the error
still comes up. I can access the site through the
browser, but Project does not want to know.
