Error using Repair & Compact shortcut in Runtime.

Office 97 ODE in Windows 2K OS. Used ODE 97 Setup Wizard
to build a runtime app. for Access 97 database, I get
errors trying to use "Repair & Compact" shortcut from the
runtime app. Error messages are approximately as
follows: Missing mso????.dll file or not enough memory to
run. Anyone know why I get these errors and what to do to
a LEGAL fix? I have found an ILLEGAL fix: By copying
files mso7enu.dll and mso97.dll from the full Access 97
App. into the Office component of the runtime 97 app. as
I said, this is an illegal use of Microsoft's files. Any
help will be appreciated.
