Error when attaching html doc to email

I have Outlook 2003 SP2 on a WinXP SP2 machine. I am trying to send an email
from a program and I am getting an error. All the program is doing is trying
to attach the html file to a new email. The program can attach other files
(txt, doc, etc) just fine.

When we click e-mail, the pop-up warning "A program is trying to access
your..." comes up. We click allow and that's when the error happens. It works
fine on another machine.

The email format is set to html and word is not my email editor. Any ideas?
