Error when attempting to load a Visio stencil...

When attempting to open a stencil, I get an error message as follows:

Where did the stencil come from and has it ever worked properly? Does it
have any code embedded in the stencil if so what does it do? Can you open the
stencil if you disable the automated events in Visio first?
