Error when connecting to remote server with Windows Vista

Running FrontPage 2003, Windows Vista Home Premium, Windows Live OneCare
Can access and update website with no difficulty on a computer running
Windows XP. Why do I continue to get long delay while "Listing subsites" on
ftp site, followed by error message "425 Could not open data connection to
port 64422: Connection timed out" ???
