Error when installing Office 97 on Win 95

When attempting to install Office 97 on a computer running
Windows 95, I receive the following message immediately
after initiating setup:

Setup was unable to find installation languages in
C:\WINDOWS\TEMP\WZSE0.TMP\GEODE\SETUP.LID
