Since yesterday 14.03.2007, my colleague and me encounter the same problem.
We both use Outlook 2007 on Windows XP.
On our workspace (network environment), we're not able to download our
messages from the POP3-server since that yesterday (before all worked well),
and get an error as follows:
Task 'XXX - Receiving' reported error (0x800421OA) : 'The operation timed
out waiting for a respons from the receiving (POP) server...'
and the messages keep waiting in the pop3-box for being downloaded.
Strange enough, using the same settings in Outlook Express, everything is
downloaded well.
And before yesterday noon, the same settings worked well.
Yesterday, I downloaded no upgrades, I did not change any settings in the
virus scanner of something else (and it is very strange that my colleague has
the same problem since the same moment).
I visited the network responsible of the University here, and he assured me
that there were made no network changes yesterday or today. But he also could
not give an explanation.
A second pop3 (on hvk.be) has the same problem, a third pop3 (on telenet.be)
does work well!
Sending messages is never a problem.
And when connecting using an direct ADSL-connection, everything works fine.
Me and my colleague both use a different Virus scanner and I already put off
the (only) Windows Firewall, without improvement.
A third colleague is working on our same network, but on a Mac, and he also
has no problems.
I also tried to make again the account in Outlook, but still it doesn't work.
I also did an error logging of Outlook: that gives:

My conclusion, as:
* it only happens in Outlook 2007, on different computers
* it only happens in a professional network environment, while on direct
ADSL, no problem
* it happened suddenly without making changes to the soft- nore hardware
* everything else works well (internet, sending messages, msn, ...)
it seems to be a problem of Outlook 2007.
I already installed the most recent updates of yesterday/today on Windows
and Office, and tried to repair Office 2007, but no result.
Who can help?
