error when logging to Project web access

Hi,

I have installed the project server 2003 on win3k.
When I looged in, I am getting an error message as follows.

char :3
Error: internet server error,Access denied.
Code 0
URL: http://msproject/projectserver/Admin/Sec_Usera.asp

This message is comeing when I try to Add new user,
Modify user, etc.

can anybody tell me what is the exact problem?
and the solution fir it?
