Error when olpening links within Help

I have XP-SP2 Home; Office 2000, AVG AV, Comodo Firewall, Windows Defender.

If this is the wrong discussion group for this question please let me know
where to post it.
Here is my question:
When I try too open certain links in Office Help I get the following message
window:

"VBScript: Microsoft Office Help
Help can't show you this procedure because the security level setting in
your browser is set too high or the ActiveX control Ouactrl.ocx didn't
install correctly.

-Select a lower security setting in your browser.
-If you receive this message after selecting a lower security setting,
please see your system administrator for help troubleshootingthe installation
of the ActiveX control Ouactrl.ocx located in the folder you installed
Microsoft Office to."

I checked and the file Ouactrl.ocx is found where it should be. I reset the
browser security level to Default and closed the browser altogether, but that
didn't help and I still got the message.

Why does this happen? How can it be corrected?

Hi R.B.,

If you're trying to use the 'show me' links in Office 2000 help, the ouactrl.ocx control was disabled by Microsoft for security
reasons in an update to Office 2000. You can, at your risk put back the old one by reversing the process in this MS article.

Not that I recall. A lot of the same content that was in the popups, but not the 'show me' that walked the app through it, is on

Any other suggestions? I have the same problem, and do not have the security
update installed. I did not have this problem using my old computer, also
running Windows XP and Office 2000 and Windows Live One Care anti-virus. I
like to consider myself pretty intelligent with computers, but I cannot
figure out what the difference could be.

The same security change was made in Office and Windows updates over time, not just the original update, if I recall correctly and
the 'fix' is to reverse the procedure in the MSKB article and manually install the original control, which will likely be replaced
again if you update or repair/reinstall Office 2000.
