Error When Starting Office Assistant: O. A. Requires MS Agent 2.0

Title on my last post was not specific so:

This is running on a XP- SP2 dell laptop
Office version is 2003 with SP2 also newly installed.
DCOM is started

If I try to start Office Assistant from the Help Menu, I get a Popup saying:
"The Office Assistant requires Microsoft Agent 2.0 or later. This product is
available off the Office System Pack". Theoretically- this is already
installed.

What do I have to do to re-enable O A ?
