Error when sync with AD

When I snyc with AD, I can see below error message in event log.
(-2147467259)FetchGroup: Data provider program or other service return
E_FAIL state. (this sentect was translate by myself, but I think it maybe
right)
how to resolve this problem? Is the AD in this DC not correctlly? I
don't know why.

And I run the command "dcdiag.exe /test:knowsofroleholders" it display the
below Errors

Starting test: KnowsOfRoleHolders
[EDP] DsBindWithSpnEx() failed with error 1722,
RPC server not running(or not valid).
Warning: EDP is the Schema Owner, but is not responding to DS RPC Bind.

Warning: EDP is the Domain Owner, but is not responding to DS RPC Bind.

Is the reason that I can't sync with AD?
