error while creating subweb

After I publish the project. The subweb does not get
automatically created. When I created the subweb manually
from the Manage subwebs on the Admin menu. It starts
creating & results in error: "error occured while creating
subweb. The subweb does not seem to exist"
When I check on the IIS Manager I can see that the new
subweb number is generated.
It was working fine. When suddenly it has resulted in this
error.
The Proxycfg setting has been done as:
proxycfg -d -p "proxyserver:80" "<local>;*.domainname"
Anything else to be checked or changed?

I have also noticed that the roles I had on the Sharepoint
Team Services as Project Manager(Microsoft Project
Server), Team Member(Microsoft Project Server)etc.. are
not present. Only the administrator(Microsoft Project
Server) role is present. Is it due to this that the error
is resulting? Should the roles be created again?
Any help appreciated.
