Error While Exporting to Excel from Web Based Application

I have a user who is running a report in PeopleSoft, a web based application,
when she exports the file into Excel, she receives message:

Excel.exe has generated errors and will be closed by Windows.

The trick is that if she has Excel open already, the file exports without
issue.

Thoughts or Suggestions.
