error while publishing a cert to the GAL

hello,

I was trying the "Publish to GAL" feature with OL2K3/Ech2K3.
I get a "Microsoft Outlook is unable to publish your certificates. The
server may be offline or your certificates may be invalid. Contact your
administrator if the problem persists." error message

I checked the cert and it is valid and the Exch server is up and online.
do I have to do something special either on OL or Exch before publishing
certs to the GAL ? BTW, I run OL in Cached Exchange Mode
