Error with Detect & Repair in Word 2002 running on XP

I want to run detect & repair but it is not available.

Rolling the mouse key over it produces an error message: "Disabled by your
system administrator".

I am however the system administrator and am unable to enable it!

Can anyone advise me how to re-enable it?
