Error with Outlook 2003 - "Can't Open this item"

I get an error when opening received e-mails in Outlook 2003 that says "Can't
open this item. Out of memory or system resources. Close some windows or
programs and try again."

This error happens on both Outlook 2003 SP2 and SP3. I've read Microsoft KB
281042 but don't know how this affects an e-mail as opposed to Outlook notes.
The error still occurs if I do an "outlook.exe /safe" command and I've also
checked that any PGP application or plugin was removed.

Any ideas?
