Error with Project and Sharepoint 2003

Hi People!

I'm trying to connect Project Web Access 2003 with Sharepoint Services
2003.

My steps:

1. Go to the administration tab, select Manage Sharepoint Services;
2. I check the Sharepoint Adm URL, and is OK;
3. I check the Sites URL, and I have a normal template.
4. I check "PublicDocuments" URL and is OK!

Well, but when I try validate this configurations with the "Save
Changes" Button, I have an error about site creation.

"Error to define site properties with the test site"

I'm trying to find any solution with google, but I don't have any
success. No error number, and no technet find.

Anyone have any help? Permissions are ok, but I don't have idea about
this problem.
