Errors accessing help in Access XP

When I try go to help or press the F1 key to get help with the code, I get a
debug message that reads:

A Runtime Error has occurred.
Do you wish to Debug?

Line: 16
Error: Not implemented

What could be the cause of the above error? I am using Access XP.
