Errors publishing to Project Server 2003

Sorry in advance for the long post but wanted to provide as much info as
possible.
We have a W2k3 server hosting all components of Project Server as well as
Project
Pro for testing. Currently, when publishing from Project Pro, individual
projects are
listed in the PWA Projects list but give the "not published..." dialog when
any one is selected. The project(s) can be reopened, changed and saved by
Project Professional. The event log errors listed below are generated with
each attempt. I have deleted all testing projects (through PWA Admin) and
attempted to publish a *new* project from Project Pro to elliminate problems
with duplicate objects and corrupted project database entries. When the new
project is published, the Project Spooler icon in the system tray changes to
indicate that it is processing the XML file fed to it and the file gets
deleted from the folder. I have verified permissions for the ViewDrop folder
as well as the DSN attributes and site properties viewed through EditSite.
The last error listed is from the security event log and occurs at the same
time that the others start. The Local Service account had been given explicit
permissions to the registry key (and subkeys) listed but they seem to be lost
when the server is bounced.

Just to let you know you are not alone with this particular problem.
I have the same problem with a client that has installed Project
Server 2003 and has the services running under the 'Local Service'
account. I have been working to resolve this issue and I can tell you
the following:
1) I have not gotten a resolution from MSFT yet.
2) I have found in the documentation that it states that the 'Project
Server Scheduled Process Service (PJSchSvc)', which incidently runs
every 30 min, needs to be assigned a 'Log On As' with an account that
has AD read permission. I wouldn't think this would matter if you are
not synch with AD. However, we didn't setup AD synch with my client
and they are getting this problem.
3) I have posted an entry to the Partner Managed Newsgroups on
Microsoft site and I am awaiting a response.
4) If this problem is not resolved by tomorrow I will be working with
a Microsoft Support Specialist to resolve the issue.

For now I would recommend changing the 'Log On As' account to a domain
account with AD read access for the Scheduled Process Service. Stay
tuned for more...

Glad to see I'm not alone in this, not that I would wish it on anyone else :)
It may be coincidental, but I did not *notice* this problem before I did an
AD sync.
I will check out changing the service user account you described. BTW, this
is a
Win2k3 member server in a Win2k Domain.

a Microsoft Support Specialist to resolve the issue.

For now I would recommend changing the 'Log On As' account to a domain
account with AD read access for the Scheduled Process Service. Stay

Sorry in advance for the long post but wanted to provide as much info as
possible.
We have a W2k3 server hosting all components of Project Server as well as
Project
Pro for testing. Currently, when publishing from Project Pro, individual
projects are
listed in the PWA Projects list but give the "not published..." dialog when
any one is selected. The project(s) can be reopened, changed and saved by
Project Professional. The event log errors listed below are generated with
each attempt. I have deleted all testing projects (through PWA Admin) and
attempted to publish a *new* project from Project Pro to elliminate problems
with duplicate objects and corrupted project database entries. When the new
project is published, the Project Spooler icon in the system tray changes to
indicate that it is processing the XML file fed to it and the file gets
deleted from the folder. I have verified permissions for the ViewDrop folder
as well as the DSN attributes and site properties viewed through EditSite.
The last error listed is from the security event log and occurs at the same
time that the others start. The Local Service account had been given explicit
permissions to the registry key (and subkeys) listed but they seem to be lost
when the server is bounced.
