EULA comes up repeatedly

I've actually got two problems. First, on many of the
computers on our network, the EULA (licensing agreement)
box comes up every time users launch Outlook XP. And it's
not just the Outlook EULA--one comes up for Word at the
same time. No matter how many times users accept the
agreement, it comes up again when they launch.

The other problem is related: Whenever Outlook launches,
Word launches too, and shows a blank window--not a new,
empty document, but the grey screen that you get when you
have Word open but no documents open.

Anybody seen this before? I really want to get these
EULAs to stop coming up. If I can get the unwanted
instances of Word to stop too, so much the better, but
the EULA thing's got to end.

Log on to the PC a administrator and acknowledge the
EULA, Reboot PC. This should fix it when the normal user
logs on.

If it doesn't, temporarily grant the user(s) local admin rights, log in as
the users, run each office app once to make sure it works, then take the
rights away and have them log in again.
