EULA every time

In a WINNT domain I have a few users who get a popup EULA with "agree" and
"do not agree" buttons every time they load any office application. If an
administrator logs in, the symptom does not appear for her. I've
reinstalled office but it doesn't seem to help. Any ideas?

Hi, Ryan/Alex,

Log in as the machine administrator, accept the EULAs. This should make it
stop--
