We have had this problem with Norton (Symantec) firewall
software. There's also a KB article,
http://support.microsoft.com/?kbid=837655 that refers to
problems with Active X controls.

For Norton/Symantec firewalls, depending on which package
and version, you may have to change the options or
advanced options to permit project server to set Cookies
and see Referer information, or to View Information about
Visited Sites. If you can't find those settings, I can
provide more specifics.

Here are some instructions for a few recent versions and
variations of Norton/Symantec firewalls:

Symantec Client Firewall 5.0.1:

1. From the menu at the top, select Options.
2. From the Options page, the "General" tab, select
the "Advanced Options..." button
3. From the Advanced Options dialog box, be sure you're
on the "Web" tab, and give Project Server permission
to set Cookies and see Referer information:
3a. Click "Add Site", type your Project Server machine
(we sometimes have to use the full domain,
sometimes not)
3b. Click the newly added site in the list
3c. In the Privacy tab:
- Put a checkmark in "Use these rules for..."
- Change the "Cookies" setting to "Permit"
- Change the "Browsing Privacy" - "Referer"
setting to "Permit"
4. "OK" out of these dialogs, go back to IE, try again.

For Norton Internet Security 2003, 2004:

1. Open the Web Content or Web Content Options tab.
1a. In NIS 2003, from the menu at the top, select
Options - Internet Security, and make sure
you're on the "Web Content" tab.
1b. In NIS 2004, go to "Privacy Control" and select
"Configure", then click the "Advanced" button,
make sure you're on the "Web Content Options" tab.
2. Click "Add Site", type your Project Server machine.
(sometimes we have to use the full domain name,
sometimes not)
3. Click the newly added site in the list.
4. Change the settings for "Information about visited
sites":
4a. Un-check "Use default settings"
4b. Check "permit"
5. "OK" out of those dialogs, go back to IE, try again.

Norton System Works 2002:

1. From the menu at the top, select Options - Norton
Personal Firewall, and be sure the "General" tab
is selected.
2. Click the "Advanced Options" button and be sure the
"Web" tab is selected.
3. Click "Add Site", type your Project Server machine.
(sometimes we have to use the full domain name,
sometimes not)
4. Click the newly added site in the list.
5. In the "Privacy" tab, give Project Server permission
to set Cookies and see Referer information:
5a. Check "Use these rules for..."
5b. Change the "Cookies" setting to "Permit"
5c. Change the "Browsing Privacy" - "Referer" setting
to "Permit"

If you have other Norton/Symantec products or other
versions, hopefully this is enough information to get you
started finding the right dialog boxes.

If anyone has encountered similar problems with other
brands of firewall software, we would be interested in the
settings for those products as well.

This may/may not help but I had a failed ActiveX installation that
manifested the same sympton. I fixed it by going into Internet Explorer |
Tools | Internet Options | Settings | View Objects. Then delete the pj*
files. Close IE and connect to Project Server again. It should get to the
EULA screen again and hopefully be able to bypass it.

If not, you can try to install the ActiveX controls manually by downloading
it here:
