EULA prompt load every time I load any Office 2003Pro app

Running Vista Enterprise SP2 64bit on Wintel platform. Loading every Office
2003Pro SP3 app gets EULA prompt. Also, Outlook crashes repeatedly. Other
apps run OK except for EULA prompt.

1. Go "C:\Program Files\Microsoft Office\Office11
2. Click right mouse
3. Click 'Run as administrator'.
4. Agree with EULA
5. Close application
6. Start Office Application.
