EULA won't stop asking for acceptance

Every time I start an Office product (Outlook, Word,
Excel), it asks me to accept the EULA. Every time I
click "Accept". Next time, it happens again.
I have tried scrolling to the end first. No joy.

Any thoughts?

A few facts:
Outlook 2003 Basic Edition
Windows XP Home Edition
