EV on Project 2002

When I enter actual costs manually and set Project to not
calculate ACWP, even if progress is 100 % some items ACWP
is not made to equal Actual Cost.

Any advice?

I assume that you unchecked the "Actual costs are always calculated by
Microsoft Project" check box.

Check your Status Date in [Project][Project Information]. It's probably set
to a date that's earlier than the task finish date. The status date affects
how MSP calculates ACWP. See the MSP 2002 Help Page "ACWP (task field)"
for more information on ACWP calculations.

You can compare the Cost and ACWP values, by timephase, by displaying those
fields on the Resource Usage View.
