Event displays as appointment in public calendar

A person creates an all day event on a public calendar.
When someone else opens the event on the pubic calendar it
displays details as if it were an appoinment; meaning, the
all day event check box is not selected and a time frame
for the event is displayed such as 3:00 am - 3:00 am.

How do I stop this from happening??

We are having the same issue. What we have found is our
exchange server is in one time zone and the user is in
another time zone. Check out this link
