the current setup had a service account who's password expired.
I changed the password in the services. I changed passwords in application
pools that used the service account. All of the pools were stopped and
restarted.
Two 503 errors occur in the event viewer. And the application pool for the
pwa stops once the pwa website is accessed.

I was able to access the site once by reentering the password for the app
pool. but, it's failed since then.

Brian suggested the kb. http://support.microsoft.com/default.aspx/kb/934838
It looks similar to the blog instructions, but a little more detailed. I may
try just resetting the passwords again according to the kb.

Ok. Well, I figured out what I didn't do and I found out some more background
information.
Expired/Changed passwords need to be reset in 3 places. 1. Windows Services
2. IIS Application Pools 3. SharePoint Central Admin-Shared Services
Provider. (Hover over the SSP and select Edit Properties. From this screen
you can change the password.)

*I used the interface and not the command prompts to change passwords.

Here are some links for you if you want to read more about IIS and SharePoint.
