Everyone can see detail appts in MS Outlook Calendar

When viewing the free busy schedule, instead of the color
coded options of blue for busy and purple for out of the
office, the details of the users appointments are viewable
by everyone even though they are not delegates of given
permissions to view his calendar.

How can I stop this from happening?

Check to see if the default permissions for his calendar
has been changed from none to something else.

Depending on the version of Outlook, turn off Calendar Details under
Tools->options->calendar options->planner options.
