Everything is Junkmail

Every email from our own domain and a lot of other messages are going into
junkmail. This is only happening to one user. I have added our domain to
the safe senders list and this does not help.

Any ideas why this would happen?

Not sure what version of Outlook you're using, but usually if a email is put
in Junk, then the next time it comes in the system thinks it's a junk and
moves it to that folder. To reverse that, right-click on each of the email,
select Junk Email, then select Mark as not junk. You will need to do this to
every email in Junk until there's no more left. If you still continue to
have the same problem, then check the Outlook Rules. Hope that helps.
