Is there a way to track EVM over time, ie record earned
values and graph them on a time scale?

Hello Chris,
You can display all the Earned Value data in the Task Usage view with a
timescale. Right clic on a yellow cell and select Detail styles to add the
BCWS, BCWP and ACWP.
If you want to graph them, you can export them toward Excel via the Analysis
tool : Analyze Timescaled Data in Excel.

You can dispay all the earned value measure from the menu - View, Tables,
MoreTables and select any of the several earned value tables available.
Don't forget to set the status date in the project information window first.
